Impact of the federal budget on real estate

New regulations: The federal budget was expected to introduce measures to cool the real estate market. The budget covered the following points:

  1. Introduction of a 1% tax on vacant dwellings owned by non-residents. This tax is primarily aimed at keeping investment properties occupied, rather than deterring investors when the need of the moment is affordability, not occupancy. Foreign investment in residential property is already low due to the 15% tax on foreign buyers (calculated on the purchase price).
  2. The budget proposes $4.4 billion for CMHC to provide loans to homeowners to make their homes energy efficient. These loans can be used to replace low-efficiency heating appliances, drafty windows and doors, basement and wall insulation, and more.
